U.S.S. Hovey was one of one hundred and fifty-six Clemson Class destroyers completed for the U.S. Navy.
She differed from the standard Clemson design in that she carried four twin-barrel Mark 44 4-in/50cal guns.

Hovey was commissioned on 2 October, 1919 with Lieutenant Commander Stephen B. McKinney in command.
