Captain Charles G. Dicken was appointed to the Admiralty for Special Service on 24 February, 1902, and to the Audacious, undated, for command of all torpedo boat destroyers in Home waters.[1] He was appointed to H.M.S. Duke of Wellington as Inspecting Captain of Torpedo Boat Destroyers on 12 August, 1902.[2] It was decided at the end of 1903 that from 1 January, 1904, all destroyers in commission for service at Home would come under the orders of the Commander-in-Chief, Home Fleet. Eventually destroyers in reserve were to come under his command.[3]
