The Befehlshaber der Aufklärungsstreitkräfte (B.d.A.), or Commander of Scouting Forces in English, was the flag officer of the Imperial German Navy responsible for the scouting groups of the High Sea Fleet.
Responsibilities
A memorandum of 30 December, 1902, signed by Wilhelm II and von Tirpitz, stated that, "The B. d. A. shall have the disciplinary powers and command authority which applies to the Flag Officer, Second in Command of a Battle Squadron." On 29 June, 1903, the Kaiser followed this up by writing to von Tirpitz that the B.d.A. "be given the same disciplinary powers and leave-granting authority as a commander of an independent cruiser squadron."
