The rank of Staff Commander was a commissioned rank in the Military Branch of the Royal Navy. It was established by Order in Council of 11 June, 1863, and given to Masters of 15 years' seniority. It ranked after Commanders and above Lieutenants.[1] A Board Minute of 30 October recorded that no qualified Master was "to assume the rank and title of Staff Commander until he shall have received official intelligence from the Admiralty of his having been promoted thereto".[2] The last Staff Commander on the active list was possibly Frederick W. E. H. Smith, who was promoted to the rank of Staff Captain on 17 November, 1904.
