Service

Commander Francis Heathcote Gordon Walker was appointed to Effingham as she was nearing completion, to assume command upon her commissioning.[9]

Re-commissioned at Portsmouth on 18 October, 1927 for service with the Fourth Cruiser Squadron as flagship to Commander-in-Chief, East Indies Bertram Thesiger.[10]
