Life & Career
Phipps's father was deceased at the time he joined the Navy, and he named a guardian.
Phipps was promoted to the rank of Lieutenant on 15 December, 1919.
Phipps was promoted to the rank of Lieutenant-Commander on 15 December, 1927.
World War II
Phipps was placed on the Retired List on account of age at the rank of Commander on 29 July, 1944.
