Service

Phoebe was launched on 1 July 1890 by Lady Dowell at Devonport Royal Dockyard before a crowd numbering about 3,000.[6]

In June 1906, she was listed for sale at a July 10th Portsmouth auction of "Obsolete War Vessels and Other Craft" as "Lot 4". Sisters Katoomba and Tauranga were also being sold.[7]
