L 23 was commissioned 26 August, 1924.[6]

L 23 was withdrawn from the Second Submarine Flotilla to reserve on in late 1924, following L 22 in doing so. They would be replaced in service by L 53 and L 71.[7]

From at least mid-1927 through at least early 1929, she was with the First Submarine Flotilla in the Mediterranean.[8][9]

By mid-1931, she had been transferred to the Second Submarine Flotilla,[10] where she remained until at least October 1935.[11]

By mid-1937 she was with the Fifth Submarine Flotilla.[12]
