H.M.S. L 21 was one of thirty-five "L" class submarines completed for the Royal Navy.

Service

In March, 1925 she, L 11 and L 22 comprised Group "E" Submarines in Reserve at Portsmouth under the command of Lieutenant-Commander Arthur Laugham Noakes.[6]

Commissioned at Portsmouth on 13 November, 1925.[7]

From at least mid-1927 until at least early 1929, she was with the First Submarine Flotilla in the Mediterranean.[8][9]

By mid-1931, she had been transferred to the Second Submarine Flotilla,[10] where she remained until at least early 1933.[11]
