When the Vandalia captured the schooner Henry Middleton, Kempff brought the prize to New York before rejoining Vandalia at Hampton Roads. Kempff was appointed Acting Master in October 1861.[3]

Kempff was present aboard Vandalia for the Battle of Port Royal on 7 November, 1861, and was transferred to the receiving ship Wabash on 11 November.[4]

Kempff was promoted to the rank of Lieutenant on 1 August, 1862.[5]

Kempff was promoted to the rank of Lieutenant Commander on 26 July, 1866.[6]

Kempff was promoted to the rank of Commander on 9 March, 1876.[7]

Kempff was promoted to the rank of Captain on 19 May, 1891.[8]

Kempff was promoted to the rank of Rear Admiral on 3 March, 1899. Soon afterwards he took over as Commandant of the Mare Island Navy Yard on 15 May, 1899, remaining there until April 1900, when he was appointed Squadron Commander, Asiatic Fleet on 18 April.[9]
