At some point prior to mid 1902, [[William Henry May]] examined the fire control communications scheme manifest in the {{US-Illinois}} and found much to covet when discussing British methods of communicating in battle as [[Third Sea Lord and Controller of the Navy]] &ndash; particularly the simplicity of the system.  A follow-up to this observation resulted in Messrs.
