Captain Edgar Lees was appointed to the Thames as Inspecting Captain on 21 October, 1904.[1] He appears to have lobbied for greater say in the weaponry provided his craft, as on the 25th of October, the President of the Torpedo Design Committee asked that Lee be appointed to serve on the Committee as an ex-officio member. The First Sea Lord approved this on 4th November.[2]

On 31 August, 1912, Captain Keyes was appointed to Dolphin as Commodore, Second Class in charge of the Submarine Service.[3]
